Mobile monitoring technology applies computer technology orientation technologymobile communication technology, GIS, database, to monitor and serve mobiles. We putefforts in practicing the software of it.In this paPer, the main works are the follows fl. GPS or GLONASS are tWo aPplied-widely mobile positiomng systems. Mobilecommunicahon systems include UHF/VHF, broadcasting station, secondapplanet or GSM. A project which integrates GSM, GIS, GPS technologies isderived fOr mobile monitoring, and its availability and adVantages are discussed.2. DGPS is an available way to improve the Precision of GPS orientation. So wederive the computing flow chart of establishing local DGPS station, adoptingpseudo-distance difference GPS and smooth-phase pseudo-distance differnceGPS.3. As to displaying the mobiles on maP, we design a map strUctUre sultable fOrMaPInfo to display mobiles in real tim.4. Mobiles orientation data is the most important data in mobile monitoring system,so we design object~orientCd data sthectUTC to manage it. It is convenient todisplay or redisplay mobiles orientahon data and make report forms using thisdata smicfore. And it is also con1.enient to manage watcher informahon ormobile information.5. Maghfong map, mobiles often departUr the road. So we derive road-matchingorientahon sultable for MapInfo tO reduce the offset6. Setwng mobiles is the main pmpose of mobile monitoring system. A methodsultable fOr MapInfo to choose the best route qulckly between any two points isderived.At last, the fimchon and characterishc of mobile monitoring system are exPahated.
