Over the past decade Synthetic aperture radar interferometry (InSAR) has been the hotspot of radar remote sensing because of its potential ability to reconstruct the DEM of the earth surface and measure changes over time. Phase unwrapping is the core technology of interferometric processing. Due to high noises and artifacts, Most of phase unwrapping algorithms can not be executed successfully in low-coherence region, the main objectives in this paper are to present a new phase unwrapping algorithm to solve the inconsistencies in the high-noise wrapped phase regions.In this paper, the imaging geometry and the signal characteristics of InSAR are firstly analyzed. Then two main phase unwrapping methods, path-following method and least-square method, are introduced, and the advantages and disadvantages of the two methods are shown. To overcome the shortcomings of these two methods, a new promising method based on minimum cost flows method in irregular network has been developed. This algorithm establishes Delaunay triangulation network from high-quality phases only, minimizing the error propagation caused by low-quality phases.Finally, the results of some case studies are present, and compared with that of the branch-cut method. From the comparison, the novel algorithm can provide global solution to high reliable unwrapped phase.
