The geostationary satellite positioning system with two satellites is a region,2D and approximately real time positioning system, and obviously ,the key to it's application is how to get the digital elevation model with sufficient accuracy. The positioning problem has been solved on land by now, but no one instantaneous sea surface height model (ISS) has been developed.Based on systematical study of each constituent of ISS, the foundation, computation and precision analysis of the models of geoid, sea surface topography, mean sea surface and ocean tide are mainly discussed; the conceive of mean sea surface height model and ocean tidal model suitable to Chinese near sea and its neighborhood is provided; two kinds of ISS model are derived out. Because sea surface varies dynamically, two comparable methods to precision for testing models' outside fitting accuracy are designed at last.The results of numerical simulation shows that, the two models all can be applied for solving the position problem in ocean.
