Using a forced dissipative nondivergent nonlinear barotropic vorticity equation and by means of various schemes, we did simulation experiment and get its numerical solution . It accords with its attribute of analytical solution .The results show that nonadiabtic heating strengthen Kelvin cat' s eyes. Cooling effect is adversed . The dissipative effect is moderating evolution of stream field . The strength, moving,shape chang and attribute of vorticity field of the "cat" eyes have some similarity to evolution of actual subtropical high. Diagnosising energy and angular momentum chang of subtropical high when it actually bounce northwards ,we get three ways of chang of angular momentum and provide basis of forcasting of subtropical high. By using data of index of subtropical high between 1951 and 2000, we discovery that it has 3.5 and 2.5 year oscillation , it accords with precipitation oscillation and show that it is principle effect of precipitation . Analysis of vorticity and divergence show that subtropical high affect precipitation, drought and flood by 500&700HPA vorticity and 850HPA divergence. Vorticity and energy index of subtropical high are sign of Chinese precipitation, drought and flood. Motion westwards of typhoon stengthen subtropical high and let it stretch westwards, stengthen vorticity near subtropical high ,it result with precipitation, drought and flood of jianghua in China . Abnormal Typhoon of last year is strong sign. It has much precipitation in middle and end region of yanzi river in less typhoon year . Subtropical high has effect with other climate.
