Geographic Information Systems(GIS) are within the scope of the computer systems that can be used to input, store, query, analyze and display geographic data. Along with the rise of the Internet technology, WebGIS came into being. It not only has the characteristics of being intuitionistic and visualizing, but also can implement the sharing and remote accessing of the GIS data and service through the network. So it implements the GIS service in a more ideal way. Under the background of the task that is the pivotal technology research in the process that the information technology is applied in the construction of the small towns and that belongs to the plan constituted by the Science and Technology Department to tackle the key problems during the period of the tenth five years, the thesis works over the framework structure and implementation technology of the Doudian Small Town Planning Management WebGIS.The thesis systhetically analyzes the characteristics, categories, architecture patterns, architectures and implementation technologies of the WebGIS and the evolvement of the storage manners of the geospatial data and expounds the present application status and development trend of the WebGIS by uniting the introduction of the present WebGIS products. It analyzes the advantages and shortcomings of the WebGIS based on the vector data structure and carries out the comparision among the advantages or shortcomings of the implementation technologies of the WebGIS based on the Plug-in, the ActiveX control or Java Applet, thus it makes certain that the system should adopt the fat-client-side WebGIS solution that is based on the Java Applet technology. It studies the implementation mechanism of the WebGIS based on the Java Applet technology, analyzes the advantages of the MVC pattern, works over the mechanism by means of which Struts implements the MVC pattern and the work flow of the Struts and also analyzes the operation demands of the small town planning management by the numbers.The thesis gives the design of the Java Web Application tier of the system by adopting the OOA method and aiming at the characteristics of the Struts Application. The system is based on the GeoBeans platform in the GIS Application Server tier, manages the geospatial data by combining the geospatial data file with the relational database in the Database Server tier and implements the planning management operation of the Doudian small town.
