Site Search And Rescue Operation Command Of The Rescue Force And Deployment Model Of The Preliminary Study,

This paper summarized the conception of search and rescue, and analyzed the status in quo of the command and dispatch during the process of search and rescue. Through the analysis, the author considers the previous researches of this field was studied macroscopically, and no model was build to support the process of search and rescue, so people had not enough cognition about the search and rescue activities.This paper compared the techniques, methods and procedures of the search and rescue activities, and realized that we may take different equipment, technique and measures in a search and rescue activity, but the procedures are approximately same in the mass.This paper analyzed the factors that impact the process of search and rescue, and selected the rules of decision-making. Then author attempted to build a model of the command and dispatch of the on-site mission. This model was built to give corresponding plans for various states, to make the rescue activities more efficiently. The model was designed not only for decision-making of the search and rescue mission, but also was expected to expand its functions to support the daily training, programming the rescue equipments, and testing the plans of search and rescue.In this paper, the author obtained the data of the velocity of search and rescue and the time of rescue using the method of expert-making. Finally, the author calculates a real-place-based search and rescue mission to prove the validity of the model.
