The science education emphasizes the merit of scientific inquiry. However, the investigation revealed that the scientific inquiry in K12 science education is not well-practiced, because the traditional teaching method cannot support scientific inquiry in a good way. At the same time, the information technology especially web-technology shows greate potential to support scientific inquiry. With this question as the focus, in combine with the actual demand of Campus Weather Station Project of Guangdong Innovative Thinktank Software Co., Ltd, this article describes how to design and develop a web-based science inquiry learning system in the subject of weather, so as to find a method for the design and development of a scientific inquiry learning system.Firstly, the article analyses the research projects of web-technology-supported scientific inquiry in Mainland China, Taiwan, Hong Kong, the United States and UK. As an example, this article analyses the advantages and disadvantages of several popular foreign software tools which support scientific inquiry. Based on the analysis, the author puts forward a framework for scientific inquiry learning system which contains three elements: software tools that support the whole process of scientific inquiry, cases of scientific inquiry activities and a quantity of scientific data. At the same time, in combine with the needs of the research, the article introduces the design of modules for the weather-platform science inquiry learning system and scientific inquiry activity based on the automatic weather station. According to the design, the author introduces Microsoft.NET development framework for system development. The feature of the platform includes: support the whole process of scientific inquiry; a quantity of meteorology data and visual data analysis tools; cases of scientific inquiry activities and scientific inquiry activities editing tools. After the realization of demo version of SIP, the author designed an instructional design based on one of the topics, and conducted a preliminary application of the platform according to the instructional design in Construction Sixth Road Primary School in Yuexiu District of Guangzhou. Finally, the author summarizes the design and development method of a scientific inquiry learning system.The thesis focuses on the design and development of weather-platform science inquiry learning system. In the research preparation section, the article summarizes design and development method of a scientific inquiry learning system the experience and weakness of current research on the application of web-supported scientific inquiry throught lieterature review, content analysis and comparative research. In the design section, the article introduces the software engineering method to design the logical framework, architecture, functional modules and user interface, data model and navigation system of Science Inquiry Platform Based on Weather Topic. Finally, in the development section, the author introduces object-oriented programming (OOP) method to complete the development of the system.The achievement and innovation of the research can be concludes as below: firstly, in theory, the article puts forward a model framework of a scientific inquiry learning system and a design and development method of a scientific inquiry learning system. Secondly, in practice, according to the actual demand of Campus Weather Station Project, a Science Inquiry Platform Based on Weather Topic was designed and developed, and put into use in preliminary.
