Location-Allocation(LA) Problem is to locate a set of facilities such that the trans-portation cost from facilities to customers is minimized. For its general practical applica-tion backgrounds, LA problem has been studied by many researchers in random and fuzzyfields. Sometimes, facilities may supply different sever levels such as Bi-level LA Problem.In this paper, we consider Bi-level LA Problem in uncertain environment(BLCLAU), thatis, the parameters of demands are all random fuzzy variables. The author introduces threemodels of BLCLAU: EVM, CCP, DCP. At the end of this survey, we solves this modelby a hybrid intelligent method combining random fuzzy simulation and guided evolutionsimulation algorithm together.
