The rapid development of economy and society demands more and more land resource management works. Information technology has become the key way to promote land resource management, with the spreading of"Digital Land Project"in the whole country, many of the counties have established the Land Use Database. These databases provide the basis for the building of land use information systems, which can help to complete the management works in different department of the Bureau of Land Resources.By analyzing the functions of each department in the Yangcheng Bureau of Land Resources, we design the structure of a county level Land use Information System. A prototype system is developed with Visual Studio.net C# as development tool and ESRI's ArcGIS Engine as platform. The system has been tested with the land use data of Yangcheng of year 2002Through this work, the functions and composition of the County level Land Use Information System is studied, the design methodology with UML and Object-Oriented method is established. Key technologies in spatial data management, data analysis and visualization are studied.The Land Use Information System based on GIS can meet the needs of integrated management of spatial data and attribute data, make sure of the data to be new and accurate, and fulfils the needs of data sharing and data exchange. Object-Oriented analysis and design can promote the system building and improve its scalability and reusability.
