| Textile industry in china has really been in a new era since we entered WTO.The upgrading of industrial structure is depending now on nothing but quality of the product, contrary to the quantity in the past. Though there is a growing demand for the textile facilities in our country, the textile industry is still ill-equipped to compete with advanced technology applied in modernized countries.There have been urgent calls for a higher level of integration and intelligence of mechanics and electrics. Automatic winder, for instance, dominates only 21 percent of market share in china, whereas it is close to 90 per cent in western countries. Notably, it is the new generation of the automatic winder developed and researched abroad in the late 1990s that leaves ours (ESPERO, designed by Qingdao textile machinery CO.,LTD) in a low competitive edge because of its cost performance.If we couldn't reverse the situation with our newly designed product, it is very likely we would be eliminated from the market in a very short time.Therefore, the new automatic winder (independent innovation with intellectual property rights, designed by A company) will play a leading role in this transformation. It will guarantee a giant step in the technology of textile industry at home and significantly improve the market share, thus making our textile product more competitive.Our brand-new product is also served to end the history of ever imported winder and make it poplar use at home and a good portion of it will be exported abroad.This thesis, taking the innovation project of the new generation automatic winder as an example, based on theory of technology innovation and modern project management, investigates the human resource management as well as the speed control,cost control, and quality control in the innovation project of the new generation automatic winder, the result as fellows:1.After integrating typical opinions of the foreign and domestic famous scholars, this thesis sums up the main problems in our country's innovation of textile industry, and offers some options to develop it. 2.Human is the important factor of the science development in 21st century, the thesis, based on the theory of human resource management, concludes that incentive issue ensures manpower for the company to develop.3.Based on the theory of project management, especially the control theory, the thesis analyses the application of it in the innovation project of the new generation automatic winder, shows the importance of theory to guide the practice.4.This thesis concludes the factors of the success in the project of the new generation automatic winder, and offers successful experiences for our country's technology import and innovation.The results have been applied in the management of the new generation automatic winder, and they're effective.It can be concluded that the theory of modern project management id in the coincidence of winder's characteristics, and results can provide the textile industry scientific guidance.
