With the the development of the economy, the environment issues are becoming more and more serious. Environment problems are generally due to defending the environmental law, national legal systems and social ethics of behavior. Generally speaking, the social environment and collective interests are jeopardized by some one. The person who not only affects a specific property's interests, but also most people's benefits, even indirectly affects the future of human's survival and development. Environmental issues, which is known as environmental crisis,because of human's activities and natural's causes that makes environment change much, which affects human's existence and lives, moreover, brings disasters to human's nature problems. Current environmental issues, includings environment pollution, ecological damaging, resource and energy issues and global environmental problems. China's environmental problems are very serious and are still worsening. China's environment problems are these:pouring much dischargeing, destructing of the biological diversities, and solid wastes'pollution about prevention and controling. Since a large number of emissions of pollutants, the Nation's rivers and lakes are widespread contaminated,and the production or the living water is a growing problem, otherwise, the waste piles up in rivers and other public areas, which have caused great harm to the environment.The natural environment is not only the natural environment, in fact,it is a public resources which is close to human,and it is also a public property, it is essential to human's survival and development of material conditions. The destruction of the natural environment will eventually lead to very serious problems of human existence. Abusing the environmental's resources in particular, the phenomenon is more serious, if the users don't unlimit the use of the resources, it will result in the environmental resources's Public Tragedy problems.The Public Tragedy is overuseing's consequence. In order to solve this kind environmental problems, many scholars at home and abroad make a number of solutions. According to our country, this paper takes the water's rights trading as a example, proposes some concrete measures to resolve this problems. Firstly, I introduce some theories about the environment's public tragedy, secondly I take the existence of the water resources in the "public tragedy", and the water trading system, and then analyzed the water's Public Tragedy, thirdly,Comparing China with foreign countries on the basis of methods proposed to control the water, and learns the advanced experiences of foreign countries. such as environmental stimulus systems, the combination system of environmental taxes and charges, the emission trading system and the deposit reimbursement system, so that seeking to achieve the harmony between the men and the environment development, even in order to better resolve the tragedy of our environmental resources of the public.
