The Rule Of Law Analysis Of Heavy Metal Contamination Causes And Countermeasures Of China's Central And Western Regions

The environmental problems in the central and western China have been very important, as its conditions of natural resources and social development. The central and western China, in which has vast territory and rich mineral resources, has made a great contribution to our country. There are some accumulated environmental problems in this region. More and more heavy metal contamination issues have happened frequently in recent years. To investigate the deep reasons, it is relevant to the pursuit of rapid economic growth. There are three main issues. One is the lack of awareness of pollution prevention. The second is the imperfection of the environmental legal system. The third one is the inefficient law enforcement. It is very important to strengthen the legal institution of the metal contamination prevention, on the basis of the unique base of the central and western China and the backward of environmental protection.This dissertation analyze strictly the metal contamination issues in the central and western China in the perspective of rule of law, including the reasons, the features of the issues, and the measures to resolve the problems as well. It is composed of five parts. The first part mainly summarizes the research situation at home and abroad. The second part describes the heavy metal contamination and heavy metal contamination issues. With empirical research method, the author sums up the common features of the issues, emphasizing on its latency, persistence, distribution, trends etc. The third, in the perspective of the operation of law, analyzes clearly the causes of heavy mental contamination issues in the central and western China. The author clarifies the critical reasons, and the institutions from legislation, executive and justice, etc. The forth put forward the legal measures. The crucial mental pollution issues should be studied in the whole political structure of the country and the rule of law. The fifth concludes the key points in this dissertation, in order to deepen the awareness of heavy mental contamination phenomenon occurred during the social development in china.This dissertation tries to objectively describe the heavy metal contamination issues in the central and western China as a social phenomenon, being put a network connecting with the society diversely. The author tries to imply varies methods of empirical analysis, role analysis, institutional analysis and comparative analysis, which shows the overall situation of environment and development in China. The legal mechanism should be built to deal with heavy metal contamination in the central and western China.
