Xinzhuang oilfield belong to Zichang County, Shaanxi Province, and be classified low porosity and permeability reservoirs. Xinzhuang oilfield unlike conventional reservoirs belong to the medium or high permeability reservoirs, with the development, it’s stratum pressure will drop, it’s reservoir volume will deficit, and it’s yield will be significantly reduced, depend onnatural energy simply can not achieve long-term stable development or increase production, so water injection is necessary. Reasonable water injection development program must to consider the low permeability reservoir feature but also consider the actual production of the reservior which has shown the characteristics of a comprehensive study. So study the water injection program is important.The paper conducted a comprehensive analysis of geological data, established geological model to study the basic flow characteristics of the reservoir and rational development technology policy. On the basis of the development of strata division, reservoir drive type, the necessity and feasibility analysis of water injection, proposed four waterflood program and conducted numerical simulation with Eclipse reservoir simulation software and indicators were developed to predict the next 15 years. Through analysis by the pressure, oil production, recovery, and other indicators of moisture, preferred anti-nine injection-production net development program to provide important guidance for the efficient development of reservoir and provide a reference or the other low-permeability reservoirs.The results show that the anti-nine injection-production net well are better than other programs in pressure drop, cumulative oil production, oil production rate, oil recovery, so it is the best water injection policy. At the same time the Xinzhuang oilfield water injection policy can provide important guidance for oiefild efficient development, and can provide a reference for other low permeability reservoir.
