At present, rural highway is developing rapidly, and the region environment impact caused by highway transpotation also can not be ignored. Under this background, for meishan industrial avenue first-class highway as an example, paper maked the traffic noise impact prediction according to Technical guidelines for noise impact assessment (HJ2.4-2009), which recommend the highway traffic noise prediction model. And the thesis also analyzed the related parameters impacted the prediction results. Finally, on the basis of noise prediction, proposed noise reduction measures in view of the different levels of noise values.In the middle traffic-operating period, much sensitive points will be affected by meishan industrial avenue first-class highway, account for 72% of the total number. But the noise super values are relatively small, and adopt the measures of greenbelts and sound insulation windows can realize the noise effects of sensitive points. From the forecasts, we can see longitudinal slope correction and ground decay and sound shadow region decay are the main factors influencing the noise prediction results for new roads in rural areas. Rural houses are low and lie scattered,which has no conditions to additional decay of houses and reflex correction. And most of rural roads are low-class ways, which has little can make road intersection correction.Rural highway noise prediction should be closely combine with the environment features in rural areas, and should select reasonable noise prediction parameters. Otherwise, It will make the prediction results big difference with the actual monitor values. When do the environment impact assessment, if the technical personnel has not correct understanding of rural environments, whom often get bigger values about trees decay and additional decay of houses, or wrong evaluate the relaitive elevation. It would lead to big error between prediction results and the actual monitor values, which can not be theoretical basis for reasonable noise reduction measures.
