The Assessment Index System Of The Prevention And Control System Of The Basin Water Environment Security

The river water pollution problem has been paid more attention and been increasingly one of the main environment problems. There is an urgent need for constructing the scientific and rational the prevention and control system of the basin water environment security. The assessment on the prevention and control system of the basin water environment security is the prerequisite and guarantee of building it. After understanding the domestic and foreign research achievements as well as the current situation on water environment safety, the basin water environment security prevention and control system and the assessment index system are constructed. Ultimately, the practicability of the above methodology is verified with the prevention and control system of Tuhai River and Majia River basin assessment as a case study.The water environment security definitions, the assessment of index system and the current research status of assessment methods were understood by literature consulting and cases investigating. The concept of river basin water environment security prevention, control system and the construction method were determined.There were 36 indicators included in this index system, covering the following four aspects:the identification of risk sources, the prevention of river basin water pollution, the early-warning system of river basin water pollution and the emergency system of river basin water pollution. Several methods were employed to determine the standard values of the indicators which came from different nature and data sources. Moreover, the AHP and Expert Method were introduced to determine the indicator’s weights. Then the comprehensive index was calculated. Based on the above methods, using the method of hierarchy classification, a hierarchical relationships between comprehensive index value and the assessment index system of river basin water environment security prevention and control system was built, which could be divided into 4 grades.In order to clearly describe the current situation of the prevention and control system of the Tuhai River and Majia River water basin environment security of Liaocheng and Dezhou, literature review, field studies, expert consultation, and statistical analysis were chosen. Based on the Tuhai River and Majia River basin characteristics and the water environmental safety situation, the comprehensive index assessment method was applied to establish the prevention and control system of the basin water environment security index systems of Liaocheng, Dezhou district, according to statistical data from 2009 to 2012. The assessment results showed that the comprehensive index of the prevention and control system of the basin water environment security of Liaocheng and Dezhou were steadily rising, so the prevention and control systems were more and more perfect. The prevention and control system of the basin water environment security was perfect in Liaocheng and Dezhou except 2009.The purpose of study on the problems which were found in the research and assessment of the basin water environment security system is to provide reference and basis for the research and improvement of the prevention and control system of the basin water environment security in the future. The precaution system, which has three levels:pollution source, tributaries and mainstream, was built to prevent serious water pollution accidents.Then a tertiary prevention and control system was built, which contains the main stream, tributaries and pollution source to prevent major water pollution accidents.The construction of the index system for assessment on the prevention and control system of the basin water environment security is advantageous to comprehensively evaluate the prevention and control system of the basin water environment security. After the assessment, the weaknesses of the prevention and control system of the basin water environment security in the prevention and control of water pollution are also identified, which providing a basis measures for the improvement of water pollution prevention and control system.
