With the continuous advancement of the reform and opening-up and the sustainable development of the economic society, the deterioration of ecosystem and environment has currently become the most severe problem in China. To achieve a sustainable, healthy and high-speed development of the economic society, china must attach great importance to solving the problems of ecological environment deterioration, especially the degradation of natural resources, the serious pollution in the country sides, the gradual scarcity of the non-renewable resources and so on, which have severely influenced social harmony and the final realization of the Chinese Dream. Faced with this situation, the important strategy of building eco-civilization was, put forward in the report to the Seventeenth National Congress of the CPC. Building eco-civilization was mentioned again in the Eighteenth National Congress of the CPC, which has elevated its status by saying it’s a strategy concerned with the well-being of the people and the future of the nation. In the report to the Eighteenth National Congress of the CPC, president Hu emphasized the necessity for speeding up the building of eco-civilization institutions. He also emphasized that we should keep advancing the healthy and sustainable development of China’s eco-civilization based on the general skeleton of building eco-civilization(a principle of Five in One), which should be ensured by the perfect and scientific institutions. This thesis is trying to study the building of current Chinese eco-civilization institutions from the view of the institutional changing, to make a superficial analysis and expectation of the general summary, the changing process, the achievements, the problems and the innovation about Chinese eco-civilization, and to explore a suitable way of building eco-civilization based on the Chinese situation.This thesis can be divided into five parts. The first chapter is an introduction of the study mainly describing its background, its purpose and significance, introducing the current study situations and methods at home and abroad. It also shows the innovative point of the thesis. The second chapter deals with the theories relevant to eco-civilization institutions, including the connotation, the structure and the functions of the institution; the connotation, the structure, the categories, the features, the functions and the changing of the eco-civilization institutions. The third chapter runs through the changing process of the institutions, from the very beginning to their forming and improving, and finally to their advancement and maturity. Meanwhile, it makes comments and analyses on our country’s institutions relevant to the protection and construction of eco-civilization, not only by affirming their achievements, but also by summarizing their shortcomings. Based on the international experience of the construction of eco-civilization, the fourth chapter tries to put forward the concept of building eco-civilization in China from different perspectives. It mainly emphasizes that the institutional concept of eco-civilization, which is based on mandatory institutional changes, should be guided by the country’s government. It mentions the important role that the mandatory power of a nation has played in building institution system, and also advocates the public participation in building eco-civilization. The institutional concept of eco-civilization, which is based on induced changes, mainly proposes to strengthen education and publicity of building eco-civilization and also advocates green low-carbon lifestyle. The institutional concept of eco-civilization, which is based on the safeguarding and implementation mechanism, mainly includes establishment and improvement of the assessment and evaluation system of eco-civilization, fortification of the administrative enforcement of building eco-civilization as well as acceleration of the pilot practice relating to the building of eco-civilization institutions. The final chapter is the peroration.
