In recent years,iron and steel enterprises to pay more attention to environmental protection and ecological civilization under the guidance of Chairman xi’s philosophy that "green water and castle peak is the golden hill and Silver mountain ". Multiple cities of china has fog haze since 2013,one of the haze culprit in the cities is the steel industry. Air pollution has warned China’s energy conservation and emissions reduction. China’s GDP growth rate is lower than the growth of energy consumption, such as the steel industry which is high energy consumption, high pollution contribute to the national economy is not big, but one of the most potential industry of energy saving and emission reduction is also steel industry. The iron and steel industry "twelfth five-year" development planning requirements of the steel industry unit added value of industrial energy consumption and co2 emissions fell 18%, respectively. Coking process which not only provide raw materials for iron and steel enterprises iron making, the production of coke oven gas, waste heat and other secondary energy is the energy base of iron and steel enterprise, so the energy conservation and emissions reduction work about coking process take a crucial position in energy conservation and emissions reduction of the iron and steel enterprises.The index system of energy conservation and emissions reduction about a coking process in iron and steel enterprise was established through visited some fields in one iron and steel enterprise and listened to the opinions of experts and technicians. This index system including resource consumption, power consumption, pollutant emissions targets, financial control indicators. These four types of indicators summary introduces the focus on the coking process in iron and steel enterprises to implement energy conservation and emissions reduction. Secondary index is established on the basis of the four types of indicators. The secondary index consists of seven indicators including washed coal consumption index and process energy consumption index and low steam consumption and electricity quotas and sulfur dioxide emissions and particulate emissions index and unit product cost index. The seven index can comprehensively reflect the effect of which an enterprise has achieved through taking energy conservation and emissions reduction technologies. This paper analyzes the enterprise’s material balance, gas balance, sulfur balance and ammonia balance, to visit and collect information, finds out the advantages and disadvantages of coking process for the enterprise. The paper put forward the corresponding improvement opinions and measures for the disadvantages, and put forward the key links of non/low cost and medium/high cost about the energy conservation and emissions reduction. Each index of enterprise is worth to cut through the three non/low cost solutions and two medium/high cost. It is clear that there are obvious benefits to implement energy conservation and emissions reduction plan of the enterprise.Through the implementation of one to five plan, index reduction situation is as follows: washed coal consumption relative to the present value were cut 0.14 t/t, 0.01 t/t, 0.12 t/t, 0.12 t/t,0.22 t/t; Process energy consumption relative to the present value were cut 11.07 kgce/t, 3.69 kgce/t, 5.80 kgce/t, 9.22 kgce/t 16.86 kgce/t; Power consumption relative to the present value were cut 5.99 kW· h/t, 10 kW· h/t, 5.14 kW· h/t, 4.85 kW· h/t; 9.13 kW· h/t. Low pressure steam relative status cut 0.02 m3 / t, 0.03 m3 / t, 0.02 m3 / t, 0.02 m3 / t, 0.04 m3 / t;SO2 emissions relative present value were cut 0.01 kg/t, 0.01 kg/t, 0.02 kg/t, 0.18 kg/t, 0.02 kg/t; Particulate matter relative present value were cut 0.08 kg/t, 0.28 kg/t, 0.11 kg/t, 0.18 kg/t, 0.24 kg/t; Unit product costs relative to the present value decreases to 210 ¥/t, 0.08¥/t, 180 ¥/t, 175 ¥/t, 320 ¥/t. As you can see from the change of the parameter values, the implementation of the five schemes can achieve such a resources saving and energy consumption and pollutant emissions and reduce the enterprise cost.In order to filter out the best scheme, this paper adopts comprehensive index evaluation method to evaluate schemes. By the calculation, after the implementation of the five schemes, synthetical index were 136.48, 133.55, 128.98, 127.07, 119.34,respectively. The smaller value of the composite index about the energy and material consumption, and pollutant emissions is less and the effect of energy conservation and emission reduction will better. The comprehensive index value of the fifth plan is the smallest, the implementation of scheme can reduce most of energy consumption, material consumption, emissions of pollutants. The fifth solution can get the largest benefits of energy conservation and emissions reduction. the above five scheme be implemented all can get benefits about energy conservation and emissions reduction. Thus it can be seen the implementation of energy conservation and emissions reduction technology on coking process in iron and steel enterprise is feasible, and is of great significance to accelerate the progress of the industry.
