The peocess of worldwide urbanization and industrialization has made the situation of lackingfreshwater which has become a key factor of economy developmenr more serious. Wastewaterreuse is a promising alternative to ease the water shortage. The theories of utility and consumers' surplus in economics are applied in the theoreticalanalysis of municipal wastewater reuse.According to the supply-demand model of water resource, this paper derives a price model of reclaimed water, and an AHP model to analysis the cost-benefitin wastewater reuse has been established,so the feasible and economical analysis of municipal wastewater reuse can be discussed in terms of different facets. After researching many wastewater reuse projects existing in China and other countries, thestyle, aim and regeneration technology used in China are cinsidered as the most appropriateoptions, and the necessyty of dual water system is discussed. On the basis of the situation of water resources, water supply, sewage and urban planning of Yanan, which is a representative of arid cities in north-west of China, two wastewater reuse schemes are proposed, one is the dual water system, the other is that reclaimed water is onlyprovided to industry consumers. This paper appraises the investment of the two schemes and computes the costs and markets respectively. The price of the reclaimed water and the AHP modelare used to discuss the economical feasibility of municipal wastewater reuse in Yanan.
