Environmental problem is one of the difficulties faced by the underdeveloped areas in China. Local supporting enterprises in these areas have contributed tremendous economic benefits to underdeveloped areas. However,the improper operation of such enterprises has led to further ecological degradation of underdeveloped areas,which is characterized by the increase of pollutant emissions per industrial activity as well as plundering exploitation of natural resources in the areas. To some extent,short-term actions of underdeveloped areas in local development have stimulated negligence of environmental protection of supporting enterprises. In addition,lack of capital always forces these enterprises to pursuit minimization of costs and maximization of economic benefits.Using the concepts of systematic engineering and the theories of Life Cycle Analysis (LCA),corporative Environmental Management Systems (EMS) studies the factors that cause environmental impacts on manufacturing,products and services. EMS also identifies responsibilities as well as reinforces the training of environmental consciousness and environmental techniques by means of correlative management elements. EMS demands that,according to different manufacturing processes,enterprises should implement effective management and control,strengthen supervising and monitoring,and prevent environmental accidents and wastes of resources. Furthermore,it is EMS' request that enterprises implement internal auditing and management check in order to attain sustainable improvement. Implementation of EMS in supporting enterprises of underdeveloped areas will open a broader market for their products. In the long run,such enterprises will certainly curtail their operation costs and rationalize operation through the implementation of EMS.It is of great significance to construct the mechanism of setting up EMS in supporting enterprises of underdeveloped areas,for the reason of the followings:1 Emphasis,manners and results of implementing EMS are distinctive in different supporting enterprises of different underdeveloped areas. Notwithstanding,the mechanism of setting up EMS in enterprises clearly reflects the integrated effects of all factors.2 The mechanism of setting up EMS in supporting enterprises of underdeveloped areas may guide all stakeholders to behave rationally in the process of corporative environmental management.The study of "the mechanism of setting up EMS in supporting enterprises of underdeveloped areas" is brought about on the above background. The aim of the study is to investigate the mechanism of setting up EMS in supporting enterprises of underdeveloped areas,and provide an academic guidance for balancing potential long-term and short-term benefits during local development.The main contents of the study include:1 synthetically analyzing the status in quo of studies of international corporative EMS;2 advancing the mechanism of setting up EMS in supporting enterprises of underdeveloped areas,which can be divided as stimulating mechanism and supporting mechanism;3 making a case study in Shanghang County in West Fujian.4 assaying corporative environmental management strategies,which are internalized in corporative EMS.The characteristics of the study are:1 analyzing the relationships between enterprises and "underdevelopment -environmental problem" linkage from the standpoint of underdeveloped areas;2 analyzing mechanism,starting from exploring the relationships between enterprises and stakeholders in underdeveloped areas,emphasizing on the way to set up effective EMS in such enterprises;3 efficiently combining social science and environmental science,and carrying out the case study by means of social research.
