| The development and utilization of natural gas is listed as a major priority over that of other energy of this country in the near future. The utilization planning of gas will be a main part of the planning of energy development and that of the national economy and social development as well. To follow the strategy of continuable development, optimize the structure of energy and protect the environment, strong measures of speeding up the development and utilization of natural gas and promoting the use of gas amongst energy consumption should be taken. With a large reserve of gas in East China Sea and the area at the Yangtsz mouth as the largest domestic market of energy consumption, it is an effective way to reduce environment pollution by the development of gas in East China Sea and transmission via pipeline to Shanghai and the coastal developed regions of Zhejiang Province. Obviously there will be undesirable influence on the environment of the sea and the land around the development and transmission area of oil and gas fields during the respective phases of transmission that may release a large amount of oily discharge and sanitary waste and may be with the risk of oil spill as well.This paper is focusing on four sections: 1. Analysis of the market demands of energy in Shanghai and Zhejiang Province and the gas reserves in China East Sea to prove that it is an effective way to reduce environment pollution and adjust the structure of energy consumption, and that it is economically feasible, technologically reliable and with explicit standards and strong operability; 2. Brief introduction on the construction, installation, drilling, production and transmission of oil and gas, disposal of oil and gas fields, and oil and gas plant of the transmission program of Chunxiao Gas Field in East China Sea, and listing of related rules, laws and regulations, technical specifications and standards to give the methods of environment study; 3. Numerical assessment based on the profound data achieved through extensive reference from environment data, and through arrangement and analysis of the environment quality, bio-ecology, and natural geography around the area of Chunxiao Gas Development and Transmission Program; 4. Analyzing andpredicting through the method of Mathematic Model the pollutant from respective phases of the oil and gas development program and the influence on the environment, and discussing and predicting through Risk Tree the possibilities of oil spill and its influence on the marine environment to set up the strategy of pollution prevention and the management and monitoring plan for construction environment protection, and to make conclusions and suggestions.This paper gives the preliminary project analysis to Chunxiao Gas Development and Transmission Program, and the predictive quantitative and qualitative analysis to the pollutant and its amount through internationally prevailed numerical model, which is more scientific, reasonable, practical and prospective, and means a lot to the integration of the profits in regards of economy, society and environment into the utilization of natural gas. |
