Industrial parks were emerged as a means that industrialized countries program, manage and promote the development of industry in the late 19th century. As a valid means, industrial parks supply a great deal of benefit for communities, promote economy development, and reduce the cost of infrastructure, but at the same time they threaten to human's surroundings. With the voice of protecting environment and realizing sustainable development increasingly rising, people wake up to know that the construction of industrial parks must change its by-past single economic target, and integrate the environment protection into economy development by a new ecological ideology, this is eco-industrial park (EIP).EIP is a new industrial paradigm of 21st century. The distinguishing feature of eco-industrial parks from conventional parks is their use of industrial ecology and system engineering design to foster collaboration among firms in managing environmental and energy issues. Each company in EIP practise cleaner production, reduce waste resources, and especially EIP emphasizes on the connections, cooperation and participation between companies. With all kinds of flows including materials, energy and information etc, EIP forms a mutually beneficial network. And finally EIP seeks to improve the economic performance of the participating companies while minimizing their environmental impact, fulfill the harmonized development of economy, society and environment. It is considered to be an important approach to sustainable development.Nowadays, EIP is undergoing a fast development in many countries,including our country---China. Yet it is still a new thing in our country,some company managers even didn't understand the connotation of EIP and pertinent theories. So, in preface of this thesis, the author gives the background of EIP and its significance. In the first part, the definition, thedistinguishing feature, the types of EIP are introduced, the current research progress and practice of EIP both abroad and at home are presented, it is necessary and imperative to initiate EIP in China. The second and the third parts bring forward the theoretical basics and study methods about the planning and construction of EIP. The theoretical basics include theories of sustainable development, industrial ecology, circular economy, system engineering, landscape ecology, and transaction cost etc. The methods involve life cycle assessment (LCA), system integration, and landscape planning. The author point out that the planning and construction of EIP should be based on circular economy and directed by ecological industry, so that we can design the life cycle for the products, construct EIP using the method of systematic engineering and layout the ecological pattern in a landscape scale. There even gives an index system to evaluate the constructing effect of EIP. The last part shows Zhangjia EIP that lies in Tonghua city, Jilin province as a case study. The leading industries in Zhangjia EIP are medicine producing and food machining (mostly is grape wine), the author analyses what kind of "satellite" enterprises should be linked to the "anchor" industries, and how to facilitate the cooperation between Zhangjia EIP members by a coordination mechanism and information sharing, the aim of the case is to provide references to the overall, rational planning for the manager, as well as to demonstrate the establishment of EIP in China.
