Strategic Environmental Assessment Technical Support System

As the development of information system which emphasis on computer and the direction of integration, the theory system of strategic environmental assessment integration technology system (SEA-ITS) is more and more mature, and the study of SEA-ITS is more and more thorough. This paper based on collecting quantities of material related of SEA-ITS and analyzing precisely aims at the breakthrough against the existing theory and practice.SEA-ITS includes three sections: environmental expert system (EES), Geographic information system (CIS) and environmental model system (EMS). There are three ways of integrating, of which the highest-level one is the most efficient and the easiest to operation, however, is the most difficulty to design. Here our choice is the easiest method. SEA-ITS is asked to realize functions of data management, inquiry and search, statistics and simulation, judgement and appraise, and outputting result, etc.At present, the nodus or keystone is concentrate on the exploitation and design of EES. The building of database of ecological environment, society & economy and policy &law, etc., and knowledge base of strategic filtration analysis, impact identify and factor system, etc. and design of inference machine are the most burdensome part of the task of the system exploitation. The essential framework of EES includes repository, inference machine, interpreting machine and man-computer interface. An EES need reaching to the level of special knowledge and inferential ability of one or several field experts. The knowledge and inference are the cores of design of EES. Surely, the choice between tools of expert systemand between methods of exploitation also affects the quality and efficiency of exploiting process of expert system. Expert system possesses functions of realization and information, simulation and forecasting of system, and output of information, etc. .Making use of the exploited system, this article evaluates the stratagem of development of Suihua city. The stratagem to have more important impact to the integrate city development are the whole city programming and notional economy and society development plans. Stratagem operate better, but stratagem perform and stratagem themselves still have limitation. According of filtration of economy and society and environment to analyze and forecast the influence which will be brought by the stratagem, the conclusion is that although the important stratagem will promote or have promoted the economic and social undertaking to some extend, the tendency of environmental development seems still to be gloomy. The constitute and perform of stratagem need more perfect.
