Gangnan Water Source Protection Zones Ecological Economic Profit And Loss Models And Compensation Methods

To ensure the safety of urban water supply, surface water supply project system have all been established in the northern large and middle cities of our country. However, with the development of economy and society, a series of eco-environmental questions caused by poverty are presented and tends to aggravate in the protection zone of surface water source of the city. Ecological construction is becoming important in the city, local government pays more attention to finance, peasants want to be rich, which are severe questions in the protection zone of surface water source. In recent years, the protection zone of surface water source has strengthened ecological construction and water source protection .And a series of projects have been built by investing a great sum of money. Such as, the urban sewage concentrative disposal project, forests project for conserving water, water and soil conservation project, conceding the land to forestry and grass project, pesticide and fertilizer substitution project. A series of policies have been made to restrict the third grade industry development of the protection zone of surface water source. These projects and policies produce little effect in general, the main reasons are as follows: project construction and restriction policy haven't combined with economic and social development and peasants' vital interests in the protection zone of surface water source, which made it difficult to make benefits. Moreover, because of the restriction of project and policy, almost all protection zones of surface water source become a poor population concentration region. Poverty lead to increasing aggravation of ecological environment.The article takes Gangnan reservoir for example, which is a typical protection zone of surface water source in Shijiazhuang, capital city of Hebei province. It focuses on resolving problems in the safety of the urban water supply fundamentally , analyzes great eco-economic questions and the base and conditions of eco-economic compensation theory of a protection zone of surface water source, sets up three models: compensation model for loss of right to use water resource, expense compensation model for surface water environmental quality level improvement, and expense compensation model for ecological forest land andecological forest management and protection. This article calculates compensation expense quantitively and discusses a scheme on sharing compensation expense of water resource.
