Using advanced and right assessing means to analyse the risk level of refined oil store has very important real meaning to rise the safety technology level of refined oil store. But for the risk assessment to refined oil store, especially in our country, this is a new research field. We mainly use semi-quantivative assessing approach.Depending on china refined oil store safety technology standard and function character, by analysing, we can make clear each risk factor which influence oil store safety. Combining with the reality of engineering, we can make clear the influencing hierarchical relation between each risk factor with refined oil store accident type.Then we use the fundamental tenet of pipeline risk assessment, and adopt the measure of fuzzy mathematics to assess the risk of refined oil store. We try to establish the intact system of losing efficiency factor and consequence factor for refined oil store.Then adopting the method of fuzzy mathematics,we establish the complete system of fuzzy losing efficiency factor and fuzzy consequence factor for refined oil store.And we put forward the measure of fuzzy risk assessment for refined oil store. We formulate the objective criterion to assess the losing efficiency factor and consequence factor for refined oil store.And we try to put forward the suggestion for the principle of risk acceptance and the establishing for risk reducing measures.Sowe can form a complete measure of fuzzy risk assessment for refined oil store,which can accord with the reality of our country.According the mark coming from the above risk marking system, the risk is classified into 7 levels: the lowest risk levek the lower risk levek the low risk levek the intermediate risk level , the high risk levek the higher risk levek the highest risk level. We use VB to work out corresponding software(ROSRA). Finally, we use an example to test the marking system and the software, the applied effect is perfect.
