It is difficult to reduce viscosity of high viscous crude oil in the crude oil beingproduced and transported. The reason of the crude oil has high viscosity is complex itincludes the content of gummy and asphalt and the condition of the environment such astemperature, solvent, water, foam and so on. We composed the active cyclostyle polymerand then inserted the rare-earth to the cyclostyle polymer by sol-gel method. Then weprepared the new type nanometer oganic rare-earth compounds. The compounds' activityenhanced greatly when it dealed with NMR. It can use for all kinds of crude oil to reducevicosity and improve the rheological property. It used for producing viscous oil not onlyfor fluiding oil but for protecting formation and improved oil recovery.The fuel is Newdonian fluid. It's rheological property change is very simpleness. Butthe change can enhance the efficiency of fuel oil saving by changing the fuel molecularaggregation. We concerned the change of fuel molecular aggregation that it can save fueloil and protect environment. We introduce a rare earth active compounds operated by NMRfor energy-saving and environmental protection. We found a big change in UVspectrometer after operated by NMR and a big improvement in capability by engine benchtest. It has the superiority of energy-saving, wear resistance, engine protection and theefficient reducing the harmful substance of the vehicle exhaust emission after operated byNMR. We also discussed its principle.The article includes six aspects as following:(1) It has prepared the tree model active polymer as the template material solid structureregularity in a creative way.(2) It has synthesized liquid-amorphism nanometer organic rare-earth metal compounds insol-gel method, which is different from solid-crystal rare earth catalyst.(3) It has enhanced the activity of compounds enormously with the method of nuclearmagnetic resonance physical method and discussde the mechanism preliminarily.(4) The crude oil viscosity greatly reduced under the formation condition,and it not onlyenhances the crude oil recovery ratio, moreover it may enhance the crude oil quality, andnot only has the application prospect in the energy industry, moreover is extremelyremarkable regarding the processing dirty oil effect. Its technology and the productperformance has achieved the international similar product leading level.(5) It has matched rare-earth metal active compounds for fuel oil energy conservation andenvironmental protection. After the disposal of nuclear magnetic resonance, the bench testand the car test has confirmed that it has the enormous function in energy saving andenvironmental protection.(6) We thought this kind of activity enormous enhanced should mainly give credit to themolecular appearance change of 1 Hin the compounds in nuclear magnetic resonance, themolecular appearance has had the change, which has weakened the intermolecular action,then caused the active compounds' molecular aggregation to reduce, particle minishde, andgreatly enhanced its activity. We need pay more efforts to research thoroughly a moredetailed mechanism.
