China Strategic Environmental Impact Assessment And Its Mechanism For Promoting Research

It is the vital juncture to implement the Environmental Impact Assessment, which can control the environmental pollution and the ecological destroy.From the foreign countries, it has been nearly 30years to carry out the Environmental Impact Assessment, and they have got some theoretical achievements and plentiful practical results. In 1970s, most countries and areas such as American, Japan, and the European unions have already put the EIA into the national strategy. The EIA has been rounded impelled from the complete law, the theoretical research, to the practical advancement. It has bens practical proved that the EIA has played an important role in the environmental protection and the sustainable development.Our country has carried out the EIA by the law of EIA. In the 16th of the Environmental Protection Conference on the 17 April in 2006, the State Environmental Protection Administration has definitely emphasized that we should precede the environmental management on the building item, and carry out the EIA which is in accordance with relevant provisions. We should also put forward the demonstration on the decision which has important environmental impact. Under the guidance of these law and the relevant policies, the EIA has already proceeded actively in every area and department, which achieved the good results. But in the process of implementing the EIA, we still have faced some difficulty and problems, which have some bad impact on EIA. The thesis is trying to analysis these difficulties and problems, then give some suggestion.The thesis can be divided into five parts. The first part introduces the backgrounds, the value, the method of this thesis. The second part discusses the basic form of EIA in foreign countries. The third part is to analysis the meaning of establishing the EIA. The fourth part is mainly discussed the difficulty of EIA. The fifth part is to put forward some suggestions, such as changing the concept of EIA, going on the theoretical study, establishing the mechanism of EIA, the creativity of the thesis is the interacting mode of propelling the EIA into national strategy.The EIA maybe developed fast and healthy by the thesis. It is our great hope that the EIA can play as the "adjustment" of macroeconomics, the "control valve" of environmental pollution and the ecological destroy, the "arrow" of protecting the scientific development.
