Circular economy is a kind of practical model by which international community promotes the sustainable development. Circular economy's connotation is ecological economy. The basic points is presented as follows: using ecological thinking mode during the general design of the whole process of the economic activities, aims for making economic activities run with self-regulation, controlling energy flow and material cycle like ecosystem does, so that we can utilize resources comprehensively and repeatedly, change the former end treatment into source control, eliminate or reduce maximally pollution, protect natural resources, and then generate the greatest social benefits. Circular economy gives emphasis to utilize resources most efficiently and protect environment, presents as the economy growth mode of "resource-products-reproductive resource", which changes fundamentally traditional material unidirectional linear production mode of "resource-product-waste material".Yunnan chemical industry is one of important pillar industries in Yunnan's economy. But due to historical causes of technique, economy and society development, Yunnan phosphorus chemical industry still basically uses extensive production mode. Its industry structure and products structure are not entirely reasonable, process route and technique level are not beneficial to "eat off and exhaust" resources. All of these things are just why it is difficult to fundamentally change the growth method of industry economy of high input, high consumption and pollution, and low output, low efficiency. Yunnan provincial government has made clear that circular economy is the important guiding principle of "11th Five-Year-plan". The government demanded that chemical industry use advanced development mode of domestic and foreign chemical industry for reference, at the same time, adhere to the core of utilizing resources efficiently and circularly, the principle of minimization, reuse and recycling, and the driving force of science & technology innovation and institution innovation, then play advantages of groups and clusters for overall planning and integrating resources, realize sharing and co-dominating internal resources, optimizing the structure layout, improving level of science & technology, importing the key linking technology of development and innovation, promoting symbiotic coupling of production process in light of local conditions, and establish a multi-levels chemical circular economy development mode which is suitable for local resources and enterprise foundation.This paper, under the guidance of "11th Five-Year Plan" of Yunnan's circular economy development, with a new perspective, through the analysis of development status and existing problems in Yunnan Phosphorus Chemical Industry, discussed a new model that is suitable for economic development of Yunnan Phosphorus Chemical Industry - the cycle island mode. In the paper, the author studied earnestly basic theory of circular economy and its platform's construction theory, analyzed development situation and existing problems of circular economy in Yunnan Phosphorus Chemical Industry. Through research and summarizing practical experience of eco-industrial park at home and abroad, the thesis studied the overall framework and an effective mechanism to construct the cycle island mode, and tried to research on constructing the cycle island mode in Yuntianhua Group's phosphate compound fertilizer bases such as Jinning, Haikou, Anning, etc.
