In Water Research, Using The Legal System

With the society progress and economy development, the "water crisis" in China or even all over the world, is becoming increasingly serious. However, the most serious water crisis of the world is not the crisis of water resource, but the crisis in water management and water utility. In the water management and water utility system of our country, the reclaimed water between drinking water and sewage has not sufficiently paid attention to. Reclaimed water reuse is an important way for achieving the sustainable use of water resources, as well as an important means to save water resources, and achieve the efficient utility of water resource. Reclaimed water reuse can well ease the pressure of water use in the center of city. What's more, the reuse of reclaimed water can effectively prevent and control water pollution. However, at present the reuse of reclaimed water in China is not enough popular. The extent of attention and understanding from government and people still needs to be upgraded. And the legal system of reclaimed water's reuse is under establishment. Though the study and research towards the legal system of reclaimed water's reuse, this paper hopes to attract the public to concern about the reuse of reclaimed water, to strengthen the government's attention on the reuse of reclaimed water, and to promote and accomplish the legal system's establishment of reclaimed water's reuse.This paper is divided into four parts. The first part mainly introduces the concept ofreclaimed water, the water source and water quality standards, as well as the concept, classification, characteristics and significance of reclaimed water's reuse. The second part mainly states the history and current situation of reclaimed water's reuse in China and around the world. The third part introduces the legal system of reclaimed water's reuse of our country and some representative ones around the world. The forth part firstly analyzes the existing problems in the legal system of reclaimed water's reuse in China, and then proposes the suggestions about the establishment and accomplishment of reclaimed water's reuse of our country.
