Analyzing water pollution problems scientifically and putting forward a series of reasonable measures to prevent water pollution, total control, has now been a main measure in current water environment management. With total control as the center, coordinating different water environment management measures is the main direction of water environment protection. In order to develop the research thought and technology, and then solve water pollution problems effectively, total amount control management information system provides a feasible path from the point of social collaboration.Total control management information system (TC-MIS), is a new continued water environment management pattern which is leaded by environmental government and takes total control as its center. Focusing on total control, TC-MIS integrates many different water environment management measures with modern information technology, management technology and environment technology to provide useful information to support relevant organizations' water environment management decisions.With the investigation and analysis of the work of relevant organizations, including environmental government, industrial factories, castoff disposal organizations and scholars, based on total control theory, total control management mode and knowledge of management information system, this paper aims at doing comprehensive research on the theory basis, management requirements, system architecture and framework of TC-MIS.First, the author puts forward the definition of TC-MIS based on total control management mode, and then figures out the main characteristics of TC-MIS.Second, based on the investigation of relevant organizations in Wenzhou City, the paper makes clear the boundary and main business forms of total control, describes the management mode of four core business in detail, and analyzes the whole business process of total control.Third, on the basis of business processes, the paper analyzes the main user-groups of TC-MIS, and their management requirements for TC-MIS. This is the foundation of system architecture and function models of TC-MIS.In this paper, the author does detailed research on the designing principle and method of TC-MIS, and on the basis of which, the author establishes the whole logical architecture of system, designs system hierarchy, subsystems and the management objects and measures in every subsystem. In addition, the whole information model is described in this paper, showing the logical relationship and data exchanges between system and users or between subsystems.Finally, the author designs four core subsystems in TC-MIS in detail, including pollution source management subsystem, clear production audit subsystem, recycle subsystem and cast-off disposal subsystem. The paper analyzes the business processes and users' requirements for every subsystem. After that, the paper partitions every subsystem into several modules and designs the function of every module in detail. In addition, the author analyzes the data processes and the main information entities in every subsystem as well as the data exchanges with other subsystems.
