Modes Of Supply Of The Rural Waste Disposal System Research

With the development of rural economics and the improvement of rural living standard,the waste problem becomes one of the most emergent environment problems to resolve.Currently some opulent region started to solve the waste problem following the way of city,but in practice they met difficulties.If disposing the waste under a low standard,the disposition is just halfway;if elevating the standard,it will be a big burden to the public finance.By recapitulation the public goods theories,this paper confirmed the public goods' character of the waste disposition system,thus proved the rationality that government should pay for the system.But providing funds to the system does not mean that the government should undertake the whole thing.From the public goods supply-need theories and Wicksell-Lindahl Equilibrium,we can find the present supplying system, which is dominated by government from top to bottom,neglected the farmers' principal status.The shortage of public participation is the main reason of the inefficiency of the waste disposition system.Based on the recapitulation of the rural waste disposition theories,and analysis of the problem of the present waste disposition system,this paper put forward a new waste disposition system,which includes the public participation.In this system, government invested,and farmers participated in the decision making and management.The public participation is advantageous to realize the efficient supply under budget stipulation,to express farmers' actual will,and to motivate them to reduce the quantity of waste.It is the key to the success of the rural waste disposition system,over a long period of time.The new rural waste disposition system is not an inflexible template,but a mode based on the principles that it should be friendly to environment,accepted by farmers and cost-effective,and a most suitable mode chosen by the farmers.In different scenes,the system is different.This paper analyzed three scenes of the village, experimental unit in the construction of New Rural,market town,and disperse village, of which the disperse village is the most prevalent and also the most complicated. Therefore,this paper took the Xiexing village Gangxi Town of Chongming District for example,to embody the supplying way of the rural waste disposition system in this kind of areas.Based on the analysis and evaluation of the waste disposition in being, this paper designed a waste disposition system for Xiexing village according to the local circumstance,and discussed the cost-benefit of the system,the mode of management,and mobilization of the farmers.
