| In the 20th century,the abuse of plastic bags has caused serious environmental pollution problems.When it came to the 21st century,many countries around the world have introduced regulations to restrict or prohibit the use of plastic bags.In 2008,Two regulatory documents launched by government mean the beginning of Plastic Bag Ban(PBB) period. Since June 1,2008,All retail stores including supermarkets,shopping malls,bazaars etc.shall not provide free plastic bags.In order to assess the effect of PBB,policy evaluation theories are compiled.The article chose Frank Fisher Policy Evaluation Model as a basis for the establishment of a framework for assessing PBB.According to the framework,the article made an Evaluation to the effectiveness, social background,social impact and educational value of PBB.In order to reveal the real changes because of PBB,the article uses the method of comparative analysis,field research,waste composition test.The assessment results showed that overall effect of reduction plastic was not very good after the implementation of PBB.PBB significantly affected the type of the structure of the use of plastic bags,there was a significant reduction of plastic bags in Regular retail places,but not in non-formal places.The degree of reduction showed the inverse relationship between people' s income.PBB is very helpful for educating the public,raising the environmental awareness and changing of the environment-unfriendly lifestyle.PBB is invalid in the informal retail outlets,It reflects weak markets regulatory capacity.In future,similar public policy should learn from the PBB case. |
