The fly ash which is produced by coal combustion power flant has badly polluted environment and wasted resource. Therefore, to the valid processing of the fly ash the ability environmental protection, will change to discard for the treasure again, the exaltation using of resource efficiency, have the very important economic meaning and social meaning.Decoaling by electricity elects is an important part of comprehensive utilization of fly ash. This paper aimed to the condition that wet discharge fly-ash in Jiaonan which have high unburnt carbon that can't be utilizated. Based on the study of physical and chemical character, the decarburization test was done. This reserch based on the YD-2L electricity elects machine which develops in Changsha Mining and metallurgy Research institute has been made. We first made reserch on physical and chemical character of the fly-ash. Secondly, we made optimization experiment of working congditions parameter of decarburization system, conclded the ifluence of voltage, pole plate spacing, cylinder rotational speed and temperature. Finally , total flow experiment was made. Study shows that the percentage of charcoal drops from 20.78% to 3.87%, the productivity can achive 59.33% . This study provides certain theory and the technical support for solving fly ash converting into resources.The electricity chooses processing makes fly ash which is waste becoming second resources. Resources can be retrenched. When content of carbon is reduced to low a certain level, activation of fly ash and it's production performance can recovered. It can be avoided the pollution caused by un-utilization of fly ash. It has important signification of avoiding the pollution, alleviating resources crisis, promoting comprehensive utilization of fly ash.
