The county and township's medical institutions after the intervention increase of 47.99% and 8.13% than before, operating income increased by 46.19% and 19.65%, health service utilization efficiency, medical institutions at the county level by the intervention of the bed occupancy rate before rising to 86.91% of 97.44% after the intervention. Medical institutions of county hospital fees are increased by 13.26%, meeting the cost of all out-patient clinics has declined 23.57%; the meeting of township hospitals in-patient cost reduced 46.14%, at out-patient cost growed 12.88%. Village-level health clinics the number of rooms, clinics income decreased. County and township levels, the quality of service fixed-point medical institutions didn't improve significantly. Participation of medical institutions together farmers satisfied with the overall higher.
