As carrier of public power, government plays a dominant and sole role in public management until social and public affairs getting increasingly diverse and complex. Nowadays, Government is facing more and more difficulties in supplying public goods and services. Crises, as typical and complex work of public administration happened frequently. The effective maneuvering needs money, materials and mandatory mechanisms as well as diverse participants and their advantages, all of which will make crisis management more flexible and efficient. NGOs possess technical advantages and merits of flexibility, resource mobilization; nevertheless, We can still not get a definitely optimistic answer to whether they can play the advantages fully. Thus, how to give full play to the role of NGOs in crisis management and break the bottlenecks that restrict NGOs'development is the discussion focus of this paper.In the first part, it includes the definition of basic conceptions, like public crisis, public crisis management, NGO and relevant conceptions, as well as relationships between government and NGOs.In the second part, theories of civil society and modern governance form the theoretical basis. Meanwhile, through comparing government and NGOs, this part analyzes the unique advantages of NGOs. All the mentioned above, constitute the objectiveness necessity and subjective possibility of NGOs participation in public crisis management. Referring to the obstacles that hinder NGOs to take part into crisis management, It will elaborates in three dimensions in part three, government, NGO itself and civil society. The last part based on the current situations, brings up some measures to establish the NGOs'crisis management network. It indicates that cooperation and interaction mechanism of government and NGOs, NGOs'capability building, social culture construction will eventually improve NGOs'strengthen of crisis management. This article aims at providing useful reference for NGOs'development and improving modern emergency reacting mechanism as well as effectiveness of government management.
