As the globalization and the integration of regional economic development deepens gradually. The economics of city circle, which is the special implement of regional economic, is playing a much more important role in the domestic economics and the international economic competition and corporation. In the November, 2003, the government of Hubei province started up the construction of Wuhan city circle.The E-government process reengineering of all local governments within Wuhan city circle is significant for the constant development of the city circle. The methods used in this essay are literature, case analysis, and model. After the analysis of the theory of government process reengineering, it focuses on the process of tax collection and management, probing the approach of process reengineering. It consists of four parts. The first part is introduction. It sketches out the cause of the topic selection, then analyses the present research situation and the research approach. The second part is the elaborate of theory. In this part, it analyses the concept and principle of process reengineering, and introduces the background, concept and basic idea of government process reengineering, aiming to provide theory for the government process reengineering of Wuhan city circle. The third part, taking the tax collection and management as an example, elaborates the situation and background of process reengineering of tax collection and management, and describe the remaining problem and the implement plan. The last part, basing on the former part, discusses how to apply the E-government to realizing the process reengineering of Wuhan city circle. It probes the aim, basic idea, principle, implement and assurance condition.
