The paper starts from the elite decision-making model and ends up the aim to"improve the information and intellectual support for scientific and democratic decision-making"issued by report to the Seventeenth National Congress of the Communist Party of China, bases on the theory and practice of policy process and governmental performance evaluation, and puts a local government and a think tank into a same environmental system to inspect them. In the above framework, beginning with the problems during the decision-making optimization in the local government, it focus on the process between the local government and the think tank, for example, their collaboration, their opinion to others, their bottom-lines respective, etc. While using the qualitative analysis, it introduces and revises a quantitative analysis model called consultant result evaluation with return on investment (ROI). Finally, the paper makes a conclusion that consultant result evaluation for the local government performance maybe is newer in concept and practice at present but it will be done sooner or later. Based on this, the paper takes four suggestions to improve"policy coupling"from the aspects of the local government and the think tank.As a full academic preparation, the paper defines some words, such as local government, elite decision-making model, consultation, performance evaluation, return on investment, policy coupling and researches a plenty of documents and information at home and abroad. It focus on performance evaluation in consultation for decision-making and policy practicability. From these aspects, it is original.
