Since the Reform and opening progress, the team of civil servants is expanding steadily and the system of civil servant is becoming more and more systematical. The number of female civil servants is increasing and their roles in the political activities of our state are becoming more and more important. But currently the research and study on Chinese public sector HR development & civil servants career management is still in its infancy, especially study on the female civil servants. So both the public HR management and the women's study should pay attention to the research on the female civil servants, to know the situation of the career development of female civil servants, to explore the path of the career development of female civil servants, to exploit and use rationally female human resources. By way of questionnaire survey and in-depth investigation, this thesis, divided into three parts, aims to analyze the existing problems in the career development of Chinese female civil servants and explore some relevant counter-measures in the hope of a smooth career development for Chinese female civil servants. First, this article introduces the related concepts about the career development and proposes three levers of the concept of career development, which are individuals, organizations and families. Second, the author investigates some Shanghai civil servants to find out the average problems and causes existing in Chinese female civil servants'career development. Finally, the author advocates solving these problems by uniting the strength of civil servants, governmental organizations and families and points out that it is necessary for spouses to make proper bi-career development plan in different stages of age.
