In general, the plight of the basic drug system is mainly reflected in the following aspects:pharmaceutical companies, hospitals, pharmacies, consumer and other relevant subjects is unaware of the basic drug system, the active use of essential drugs are not high in production, the varieties of essential drugs regulatory are costly. Thus, the essential medicine system in reality is not in accordance with the will of designers and medicine safety situation is still severe.How to improve the essential medicine system to ensure drug safety? For the question, the author uses the related control economics theories to explore the reason of essential drug system in China, and poses the associated responses from the market regulation and supervision of the administration angle. It is necessary to consider the interests of all pharmaceutical market in the game, and also focus on the balance of fairness of drug use and the efficiency of drug production to maintain drug safety. The author believes that the combination with role of the market and the full leading role of government is the fundamental ideas to solve the drug safety problems. On the one hand, enterprises should further strengthen self-discipline and ensure the quality of essential drugs in market-oriented economy, on the other hand, the government officials should continue to improve the institutional basis of essential drugs, construct drug information systems, and also intensify the propaganda system in order to reach the ultimately goal of the security of the drugs of all varieties in market.
