Analysis Of Municipal Co Feasibility Of Xi'an New Rural Cooperative Medical

Background:It has made great success since the implementation of the New Rural Cooperative Medical System (NCMS) in 2003 year. The participation and compensation rates have been gradually improved in recent years. It is successful in solving peasants incline to illness because of poverty and poverty to sickness. But as the system further development, it also appears a few new problems, such as the management cost is high, the ability of fund share is poor, the profited fairness of different counties is badly, difficulty to participate the insurance, most counties still can not relieve patients burden effectively. One of an important reason is that the present NCMS overall level is too low, still in county-level.Objectives:to explore if the counties'NCMS of Xi'an can implement as the municipal-level, the reasons and some suggestions.Material and methods:the gaining information most come from the Public Health Administrative Department of Shaanxi province, some come from Health Statistics Yearbook and the rest from the internet. This paper expounded the necessary conditions of municipal-level, the data analysis methods mainly include descriptive statistical analysis, difference analysis, cluster analysis and so on, and the analysis soft-wares include SPSS 16.0 and EXCEL.Main results:there are great different among the ten counties from economic level to the utilization of the health service. In the necessary conditions of municipal-level NCMS, we must pay attention to the realization of the necessary of municipal-level, and also the management information system of NCMS should be constructed as soon as possible.Conclusion and suggestions:in the present circumstances can use 1-2 years to put each index similar counties unity, and then through increased the investment of underdeveloped regions health resources, expand compensation ration and so on to reduce the gap of these counties. By constantly improve the construction of information and risk management ability, which are basement work of municipal level NCMS. Formulate a relative fair and reasonable plan which considerate the economic level and the utilization of the health service. Then use 3-5 years to achieve the aim of municipal-level as a whole.
