In the twenty-first century, a wide discussion on the reform of the public health system is occurring in our society. Medical service, as a special commodity, concerns to the basic right of life and people's health. It has some characteristics such as external, asymmetric information, the supply-induced demand and the inherent benefits. In a situation of limited health resources, it is a critical issue for the medical supply system to enable people access to health services when necessary, and to meet the multifaceted needs of different individuals.Along with social revolution and development, and gradual increase in people's living standards, there is also a wide gap between income levels, which lead to the emergence of different social classes, diversification in demand for medical services have also emerged corresponding to the increasing quantity. Although the medical service in China has made remarkable development, with so much higher level of equipments and service, the diversified supply system has not been constructed truly. Further more, driving by the interests, the service supply system in China developed rapidly to mid-end or high-end, which led to ever-increasing medical costs. The supply of single-level model failed to meet the diversified needs of residents, and led it to become a social issue that it is very difficult and expensive to have medical service.In this dissertation, starting from the survey of the literature in domestic and abroad, I fred my own starting point on the basis of the existing research achievement. Then theoretically performs the proof of a diversified supply on medical services, and focus on the reasons that non-profit medical institutions dominated in it. From the demand and supply, illustrates the necessity to establish a diversified supply based on the reality. Expansion of the total demand and the level of diversification makes a single mode of supply can not afforded. Besides, public hospitals dominate the supply system in the shortage of inputs from government, and make on various distortions in the market, ultimately make it very difficult to guarantee inefficient, fairness and accessibility on medical services. So start with a case of market-oriented reform, and point out the main idea in the dissertation, which is The establishment of a government-market-third party organizations involved in the diversification of supply model. Moreover, I will show you that the model is feasible in reality. Finally I give some specific policy recommendations for the realization of this objective.
