Rural Health Protection System Development

Everyone can enjoy health life and the health of the entire nation can make a constant progress, is an important goal of the socialist modernization construction, an important hallmark of the improvement of people's life quality, an important part of socialist spiritual civilization construction, and also an important guarantee of the economic and social sustainable development. The rural health is related to the development of the rural productive forces and the high standard of farmer's living. Our government has always attached importance to the rural health. In the 1970s rural cooperatives medical service system has solved the problem which several hundred million farmers saw a doctor. Since the reform and opening up, the health problem has highlighted once more along with the social economic development and the farmer's health demand growth, the reforms faced with many difficulties. Today, the health needs of the farmers have not only limited to a doctor for medical treatment, but want a more comprehensive, convenient and thoughtful health service. However, the research about rural health nowadays, is mostly concentrated on the rural medical and health reform, new type of rural cooperative medical services and network of rural health services, but is lack of research about the rural health system. This paper wants to tell us how to build a "people-oriented, health-oriented" rural health safeguard system, how to solve the problems of rural health, how to improve the rural health.This paper has proposed the establishment of rural health safeguard system. A complete health safeguard system includes three levels: the conceptual level, tells us what is health, and who should provide health goods; the policy level, tells us what we should do; the technical level, tells us how to get our achievements.The content is as the following. Firstly, introduces the framework and contents of rural health safeguard system. The rural health safeguard system is divided into three levels, the conceptual level, the policy level, and the technical level. Secondly, introduces the great necessity of establishing a rural health safeguard system. At present there are many problems in China's rural health, for example, the urban-rural gap, the survival environment, the health awareness, the health resources allocation, the medical and health services network, and so on. The establishment of rural health safeguard system can save medical costs, promote the farmer health, and promote the social welfare. Thirdly, introduces the practice in establishing China rural health safeguard system. This section summarizes two classical cases, EQ mode and KB model. EQ mode has proved the development of rural health through management innovation, KB model has promoted to establish and perfect the rural health safeguard system through information technology. Both of them have an important reference to the establishment of the rural safeguard system. Finally, introduces the development of the rural health safeguard system in the future. It tells us that we should clear two basic concepts, establish and perfect five basic policies, and we should promote the development of rural health through technological methods.
