Hunan Culture Industry Competitiveness Evaluation

As the advent of the knowledge economy, cultural industry has become one of the fastest growing industries, which is also been called 'smokeless industry' and 'sunrise industry'. From a global perspective, the development of cultural industries in developed countries has been faster than traditional manufacturing and has become a new pillar industry of the region. The development of cultural industry has become one of the important criteria to measure the development of economies in a nation and region. In Hunan Province, as a slow start, the development of cultural industry is still in the lower level. However, it has shown a good momentum of steady development. It has been raised to a strategic level to accelerate the development of cultural industries. To foster Hunan's 'soft power' by enhancing the competitiveness of cultural industry, and then enhance the 'overall power' of Hunan has become an effective way to increase Hunan's competitiveness.As an important indicator to evaluate the development of an industry, industrial competitiveness has been the focus of many domestic and foreign scholars and the competitiveness of regional cultural industry has also been a hot topic. In this paper, we based on previous studies and drawn from the content and nature of cultural industry competitiveness. By analyzing the traditional evaluation of industries competitiveness, with the actual situation of Hunan economic and social, we considered the effectiveness, targeted and comprehensive of the established indicators, and the availability of relevant statistical data. Try to establish an evaluation index system for Hunan cultural industry competitiveness. Try to evaluate the cultural industries competitiveness of Hunan Province from 2000-2008, which form tow aspects of current and future competitiveness. We make use of an evaluation theory called BP artificial neural network, which through a mathematical software called Matlab. On this basis, we attempt to predict the competitiveness of cultural industry in Hunan Province in the next five years.Finally, the results of the evaluation and prediction show the advantages and disadvantages of cultural industries in Hunan Province. And then we propose the ideas and measures to improve the competitiveness of cultural industry in Hunan Province. So we can promote the development of cultural industries in Hunan Province in a healthy, sustainable and steady way.
