JianFaYiFu Movement(剪发易服运动), as an important aspect of social custom reform in XinZheng in Late Qing, had distinct political colour, because plaits and clothes had some political meaning for legal rule.At the beginning of XinZheng, social custom reform practiced again. DaGongBao(《大公报》) of Tianjin was the first to launch a public discussion about JianFaYiFu in 1903 A.D and therefore opened the prologue of The Movement in the district of Peiking and Tianjin. After Constitutional Movement began, DaGongBao set off another propaganda of The Movement. The Movement gradually joined into Constitutional Movement and became an important symbol of marking reform willing of Qing dynasty.During this period, Qing government changed clothes of armies polices and students but prohibited them from cutting plaits inview of politics. So cutting plaits became a focal point of The Movement. With abolishing of traditional Chinese examination system and increasing of new schools, unrest of schools increased, too. More and more students had their plaits cut. But under stern suppress of Qing government, The Movement was put down and fell into stagnant phase.When ZaiFeng(载沣) became a Regent King, Qing government's ban began to loose. Public opinion about JianFaYiFu began to gain positive response. Supporting power began to appear in government. It made The Movement join into political struggle of Qing government.At the beginning of ZiZhengYuan's first congress(资政院第一届常会)i high tide of cutting plaits appeared rapidly in the district of Peiking and Tianjin. Struggle between powers which supported and opposed cutting plaits gradually became sharp. Because of YiKuang's(奕劻) plot, Qing government issued an imperial edict to prohibit people from changing clothes. The Movement was suppressed. The supporting power of government was also suppressed because of political struggle defeat.The Wuchang Uprising forced Qing government to issued an imperial edict that agreed people to cut their plaits freely. But it couldn't save Qing dynasty. Qing's rule crumbled and The Movement also ended.
