As the computer and cyber technology has been rapidly developed and popularized, the moral and ethical problems concerned lu.ve aroused more and more attention in the field of applied ethics nowadays. In this paper the well-known theories concerned have been firstly analysed through three of the most prominent problems pointing out that only the normative ethical principles are not enough. A good system of morality is the essential prerequisite of applying these principles. Secondly, the theory of public and private ethics is introduced combining with an analysis of the characteristics of the human behaviours concerning the technology. Furthermore , the1 moral and ethical problems are examined from the angles of public and private ethics. As a conclusion, without a good system of morality with the harmonious relations between public and private ethics no further development of the computer and cyber ethics woutti be guaranteed.
