With the development of socialism modernization of our country, the "middle class" who has a certain account of spare money, free time, free mood has grown up. It is referred as the "active leisured class." The class will reach 100 to 200 million in the coming five years, and the number will grow up to 500 to 600 million in 20 years when the country enters into the overall Well-off Society. Meanwhile, the surpassed labor from the countryside and the laid-off workers as well as the retirees in advance constitute, on the other hand, the "passive leisured class" who "has to" be free even if their basic need has not been completely met. The active one plus the passive one constitutes the army of the leisured class. In a word, leisure has become a life style and a social practice.However, China is now at the starting point of leisure research. There is a huge gap between backward research and the colorful leisure practices and the vast need. The function of Marxism, as the leading culture, has been weakened, and as a result, the leisure practices have been shocked by the feudalism and foreign culture, resulting the feudalism dregs has been ladled in entertainment practices.The statements from the same origin in Marxism, Mao Ze-dong Thought, Deng Xiao-ping Theory and thought of "the three representatives" as well as the report of 16th CPPC are here been used as the theoretical support of the study. The specifications about the Well-off Society and the strategies are the substantial and spiritual basis of the development of leisure.Therefore, it is a timely act to speeden the construction of leisure culture with the core of socialist spiritual civilization under the guide of Marxism in order to help the developing Well-off Society by supplying with spiritual power and intellect support, to strengthen the qualities of virtue, culture and health.Such methods as documentary study, comparing study and investigation study are utilized in this paper. The necessity to develop leisure is analyzed after the statements about leisure from Marxism are listed, and the four methods as civilization, popularization, modernization and industrialization are put forward. The four points require that we should insist on taking the socialism spiritual civilization as the core of the leisure culture, serving the mass of people, developing the useful and discarding the useless of the traditional and the foreign leisure culture, and developing leisure economy. After rough discussion on leisure education and leisure ethics, the author tells us mat leisure practices should be developed taking "kindness" as the value. By kindness, the author mean that we must be kind to both ourselves and other people; in other words, we prefer the benefits of the unity, the collective and the long run to the partial, the individual and the present respectively. In operation, we must insist on human-centered management and sustainable development.As far as leisure education was concerned, it is required to reform the existing educational system, including the entry exam for higher education and the higher education itself, on the basis of the existing quality education policy. To put it concretely, change the 3 + X into 4+X, that is to say, one quality subject must be added to the existing 3 + X as the compulsory course. Both the relevant course of skills in leisure and the human subject on value of leisure should be concerned to. cultivate more capable personnel of leisure major, hence sparking a health and correct view of leisure for the society.That both the leisure industry and the science of leisure will be enterprising like the rising sun in our country is the reason why I do this job.
