The Pearl Harbor Incident was the conflict between Japan and America but had great influence on china which ended the situation that China fought against Japan alone for several years. This essay explores the Pearl Harbor Incident from the angle of another country, making systemic investigation into National Government's countermeasures and the process of making them, evaluating the advantages and disadvantages of such countermeasures objectively. By doing that, we can study the basic tactic of how National Government reacted to crises, summary its achievements and lessons and offer the reference for how present-day government deal with the abrupt incident concerning foreign affairs. National Government responded to the Pearl Harbor Incident immediately by instituting the fairly comprehensive countermeasures within one week after knowing the news. First of all, it took flexible and active diplomatic policy by shaping the foreign strategies that allying itself with Britain and America for defeating Japan to grapple with the turning point of the outbreak of the Pearl Harbor Incident. To cooperate with diplomatic countermeasures, at the same time, it worked out a series of countermeasures in military affairs and corresponding adjustments in politics and economy for strengthening the power against Japanese aggressors and replying to the complex postwar situation. The reason why National Government could respond to the Pearl Harbor Incident immediately in brief time is that it foresaw the outbreak of the Pearl Harbor Incident on the one hand and possessed the ability to cope with the abrupt incident to a certain extent on the other hand. National Government's countermeasures had advantages and disadvantages and the advantaged played a leading role from the angle of the triumph of Anti-Japanese War but the disadvantaged also turned out obviously for Kuomintang's failure in mainland thenceforth.
