On Institutional Ethics

Institution is a fundamental arrangement in the economical, political, cultural life of human society. Institution's establishment and effective operation is the key of development of society. However,not all institutions are effective,and not all institutions' arrangements can play an positive role.Then, what factors affect and restrict people's system choice, decide system's efficiency? This is a quite complex question, involving the productive force level of development, the change of essential value factors, the special interest group's gambles, the legal arrangement as well as the cultural tradition ,and so on. Among them, people's institution values and their social ethics standard, namely institution ethics, are very important restrictive factors. The given system always is based on the given institution values. The effective operation of system relies on institution ethics restraint. Without unreasonable institution values, the effective system cannot appear, without the perfect institution ethics standard, the system does not operate effectively . Therefore, in order to establish one kind of effective system to develop society, one kind of reasonable institution values must be established, the reasonable institution ethics standard must be constructed.Institution ethics plays an extremely vital role in the market economy , social politics, cultural life, and is an important constituent of the social ethics. Because institution ethics has special status and function in social life and in social ethics, and it has special nature and content, it is necessary to take it as a relatively independent ethics discipline to study, construct the modern system ethics in order to grasp the essence and the movement rule of the institution ethics profoundly ,instruct the institution ethics construction initiatively, display positive role of the institution ethics fully in the modern social life.Institution ethics is not only a theory question, but also a practical question .It grasps the relation between system and human's survival and development by practical spirits .It can provide the general theoretical instruction for the system construction, also can indicate the practical road for the moral reconstruction .
