The matter of Ho-pei Fanzhen, or the regional top military organization of T'ang Dynasty, is an important subject for the study of the history of Tang Dynasty. Researches on this matter are quite profound. However, researches on the early development stage of Ho-pei Fanzhen seem unsubstantial because of the lack for the relevant history documents. In this dissertation, the author will probe into several questions about the early stage in the reestablishment of Fanzhen through the systematic analysis on the inscription named Da Tang Qinghe Jun Wang Ji Gong Zai Zhen Zhi Song Bei, or Li Bao Cheni Inscription, these questions are as follows; (a) the basic principal of Tang for the reestablishment of Ho-pei Fanzhen; (b) the institutional construction in the early stage for the eestablishment of Ho-pei Fanzhen issued by Central Government; (c) Li Baochen's administrations in Hengzhou and formation of Chengdejun military group; (d) the formation of every structure in Chengdejun military group, the disposing of the military forces and the effect on the development of Chengdejun accordingly.The dissertation consists of the following parts;Introduction: this part is a general introduction talking about theorigin of this dissertation, presenting the contents of the inscription named Li Baochen and the relevant researches on Chengdejun.Chapter one is an analysis on the inner or outer factors in the early stage of the development of Chengdejun. In this part, the author gets some conclusions by analyzing the superscriptions in the frontispiece of the inscription and the attitude towards the betrayers at the early stage of the development of Chengdejun, these conclusions contain two aspects, (a) the central government's principal on the reestablishments of Ho-pei Fanzhen is that the central government didn't want another regional separationist against it like leaders as Anshi Turmoil;(b) Li Baochen was entrenched in Hengzhou for a long time and formed his forces there.Chapter two is an integrative check towards Chengdejun's civilian and military official systems. We can know one of the aspects of Chengdejun's affiliated organizations and military systems, which reflect the inner systems of Chengde Fanzhen, by analyzing the middle superscriptions carved in the back of Li Baochen Inscription.In chapter three, the author describes the military diposing in the early stage of Chengdejun and comes to two conclusions by analyzing the bottom superscriptions in the back of Li Baochen Inscription; (a) the early stage of Chengdejun formed the situation concentrating on Hengzhou, which was strong in the inner side but weak outer side, (b) Chengdejun's origin was complex, the affiliated zhou and military'sexpenditure was high, the affiliated zhou's self-supply was very good, all these factors offered a big chance for the separation after Li Baochen's death.Conclusion: the author summarizes the characteristics of the title an analysis on the early stage of Chengdejun's development from Li Baochen Inscription.
