By reviewing the evolvement of the theory on environmental (ecological) ethics in western nations, which has regressed in deep levels from modern ethics (utilitarianism and deontology) to classic Aristotle ethics (virtue ethics), the western ecopocentrism, which is represented by the deep ecological movement, does not leave the center of human being, but for them in deep levels. The deep ecological movement traces deeply into ego and fulfillment of man, who pursues his benefits, which are his basic and lasting benefits, not superficial benefits and preference.The doctrine of self-fulfillment of deep ecology emphasizes the dimension of intrinsic good in phronesis. It is revealed that, by critique and analysis of it, deep ecology does not pay enough attentions to the dimension of public good in phronesis. So called dimension of public good is the dimension of "action" by man as citizenship in community (polis). Deep ecology will attain stronger vitality, if we syncretize it with Arendt's practical philosophy, the theory of phronesis in the context of modern times, to deepen and develop the norms of "self-fulfillment" and "creature-centre equitableness".The project of deep ecology in Arendt's way suggests that, by coinciding ecology with politics, the crisis of environment can be resolved by man as citizenship but not a consumer. Only the change of idea makes a basis for successful action. It is citizenship that is responsible for thinking and behaving on environment, and only on the basis of it, the needing ecology community can be established. However, the current problems of environment (ecology), indeed which are the flock of complex problems, some of which are regional while others are global, need to be analysised respectively and really under phronesis. So we should respect cultural traditions of different nationalities—whatever traditions in India, China or western nations, then we may harmonize our double identities of citizenship of nation and world, and promote "unity of mankind", and construct "worldwide federal political configuration ", so that we can make up the disfigurement of international political system led by sovereignty now and step toward a ecological community which possesses harmony between man and himself, man and man, man and nature.
