| George C. Marshall's mediation in China is an important historical event in Modern Chinese History. In 1945, General Marshall took his trip to China instead of Mr. Hurley. With the deteriorating situation in China, on one hand, General Marshall carried out the policy that American government had chosen Nationalist as their officially supporting government; on the other hand, taking advantage of China for capturing profits, American governors had to inhibit Chiang Kai-shek's ambition of launching Civil War. These two aspects came from the analysis on Chinese situation by the American govemors-A peaceful China is the basic premise of capturing profit in China. General Marshall, with the nationalist representative Chang Chun (later the representives became Chang Chih-chung, and Yu Ta-wei in the last) and PCC representive Chou En-lai, created Committee of Three to mediate the conflict openly. In the beginning, with the accomplishment of Cease-Fire Agreement, Military Reorganization and Integration of Communist Forces into National Army, and Agreement on Restoration of Communications, the Committee of Three made great progress. Marshall felt that the situation had been controlled then he went back to US to report his work. In April, When he returned China, General Marshall found the military tension in Northeastern China had been exacerbated. For saving his mission, General Marshall held negotiations positively and mediated between two parties who had lost trust with each other. Limiting the support for Nationalists, Marshall made an excuse to suppress the aggressive arrogance of Chiang Kai-shek to infringe agreements for armistice. However, Marshall's strategy was losing effect, because American government never stopped support to Chiang Kai-shek's Nationalists, Finally, Chinese Civil War broke out, which symbolized the failure of Marshall's one-year mediation. With the analysis on the course of Marshall's mediation, especially his performance in the meetings hold by the Committee of Three, we could find that Marshall had profound understandings of the situation happened in China. Marshall did his best in mediation. And it is the contradiction rooted in the American policy and the whole course of Mr. Marshall's mediation that made his trip fail in the last. The analysis on Marshall and his mediation in 1946 can help us clarify the misunderstandings in historical research referring to this period. |
